In Utah, redistricting plans are enacted by the legislature and are subject to gubernatorial veto. Utah has an advisory redistricting commission which draws maps for the legislature's consideration, but ultimately the legislature and governor make the decision of what maps to adopt. Republicans control the legislature and the Governor's office.
