In Oregon, congressional redistricting plans are enacted by the legislature and are subject to gubernatorial veto. The legislature also has the responsibility to approve state legislative districts, but if it fails to do so, the process falls to the Secretary of State. Democrats control the legislature and the Governor's and Secretary of State's offices.
